The National Center on Improving Literacy (NCIL) emphasizes that schools can provide effective literacy services for all students through high-quality Multi- Tiered Systems of Support (MTSS). This presentation will describe MTSS approaches and the major components, and how school psychologists can leverage their role as systems-change agents to facilitate their implementation. The state of early literacy achievement and current initiatives and legislation in the US and Michigan addressing the needs of students at risk for literacy problems, including students with dyslexia, will frame the session. The presentation will discuss how schools can provide effective literacy services to all students including screening students for potential difficulties, providing effective core (Tier 1) and supplemental (Tier 2) instruction, and how to intensify intervention services for students who do not respond to high-quality core and supplemental instruction. The essential role of implementation quality will be stressed throughout.
